Biography
Fernandez Marcus-Obiene is a dynamic legal technology leader, policy advocate, and author with extensive experience at the intersection of law, technology, and justice sector reform. He currently serves as the Special Assistant to the President of Nigeria on Justice Sector Reform and ICT/Digital & Innovative Technology.
Fernandez is the Chairman of the Technology & Law Committee of the Nigerian Bar Association (NBA) Section on Legal Practice, where he has driven initiatives to develop guidelines for the use of technology in legal practice. He is a co-opted member of the Presidential Taskforce on Artificial Intelligence at the International Bar Association, and a member of the National Core Convening Group and the Reference Group of Experts for the Justice Needs Survey at the Hague Institute for Innovation in Law (HiiL).
Prior to his current role, he was a Partner at Tsedaqah Attorneys, a full-service law firm, where he led the Technology & Emerging Trends practice. He co-founded Creative LegalTech Solutions Ltd (Wekrea8.com), which has implemented technology solutions for law firms and legal organisations including the Nigerian Bar Association.
He holds a Master of Laws (LLM) in LegalTech from Mykolas Romeris University, Lithuania; a Barrister at Law qualification from the Nigerian Law School; and a Bachelor of Laws from Niger Delta University. He is the author of Law & Technologies (2024) and is completing Power, Code, and Control: Artificial Intelligence and the Struggle Over Who Decides.
